Post-theft questions

I, unfortunately, find myself making this post. Over 4.5 years in Lausanne and very recently a victim of theft at Lausanne train station. The wallet/purse had practically everything- all travel cards, train ticket, bankcards, id card, permits, and cash (and my artificial tears!), as well as some objects that money cannot replace. I filed a police report (might have to go there again as I see that they did not add two things- communicating in French is difficult when you are upset), but it brings me to two insurance related questions:
My insurance provider (for the Household and Personal Liability Insurance- which also includes theft outside) said that all of the subsequent bills would be covered, except the cash lost. However, they will only pay the amount that surpasses my franchise (which is the lowest- but also possibly might not surpass all that I might be billed). In my policy, however, the Franchises is stated under "autres couvertures". Is it usually the norm that there is a franchise for such?

Secondly, I was going to catch the train to Zermatt. Lacking all these resources meant that I was too disillusioned to go ahead with my plan- I mean, it is no money, no ticket, no cards! I cancelled my hotel in Zermatt, which had been reserved using the details of my credit card. The hotel felt that they should follow their cancellation policy, but as the credit card was blocked, they sent me an invoice. However, would anyone happen to know whether this could be reimbursed?
